I applied thru one consultant from Delhi in 2002. My consultant disappeared just after filing my application and I don't have even my file number.
I requested CHC to cancel the authorization of my consultant and provide my file number 3-4 times but got reply only once and never got requested info.
Also want to submit IELTS score but don't know how to proceed without file number?

Any advice would be appreciated.

mail or send them a fax with a strong material in it. otherwise u can apply for caips notes, it will take longer (as u don't have the file no) for u but atleast u would have ur file no and current status of ur file.

I mailed them 4 times already but of no use
They send me once a printed letter that shows the processing time frame in general. Seems they don't even read the letter.
They didn't replied about the consultants authorisation.
They mentioned that file number is provided on the top of the letter,but only my name and address was there.

Can I get CAIPS notes without providing file number?

yes you can, but it will take 2-3 months in ur case. otherwise it takes 1 month for applicant who give them their file no.
