Dealing with the Indian consulate (toronto) always makes me scared, scared cos I have to travel 300 kms twoways, anything do with them takes up the whole day no matter what time you reach there braving the traffic and having to do that again!! no way, I can't even begin to think of it.
I would blame the lack of detailed information on the site for putting people like me sweating when we have to visit them would have been nice if they answer their phone atleast, send the calls to a contact center in India or something not answering a phone in this day and age is very frustrating.
I would be as objective as possible and hope that this post helps anyone, who like me wants to get a POA for property matter.
My POA was made in India on a Rs500 Stamp paper there were 11 pages, the last page had the picture , left thumb inpression of my brother and signature , I was supposed to sign and include my left thumb print on the last page in front of the counsel.
As preparation make sure you either carry a Money order or certified cheque for 32$ ,since my POA for property matter, if not for a general POA they charge 16$.
The CGI requires one copy of POA for their records, make sure you carry a photocopy.
Carry your passport with a photo copy for their records.
It took me 3 hrs to get to CGI toronto at 9:30 am on a weekday, I reached the office at 9:30 am my number showed up after waiting for another hour, at this window you are supposed to submit the copy of POA, copy of Passport, the money , I was asked to sign and do the thumb impression infront of the lady on the copy and the original document and was asked to pick it up at 12:30pm the same day, I did not put my picture on the photocopy as CGI does not care if there is or there isn't.
To Summarize this is what is needed.
1> POA in original and one copy without your signatures ( you will sign at the services counter)
2> appropriate amount to pay CGI, Fees payable to Consulate General of India, Toronto by
Bank draft/Money Order/Certified Cheque.
Charges for each signature attested: C$ 16 – general attestation; C$ 32 – property matters;
C$ 80 for commercial matters.
3> Passport original and a copy.
4> And a prayer :-)
I did this recently. First they told me $32 bank draft. When I got it made .. lady said it was only $16 .. because it was not property related.
They are totally messed up. But you can also do it via post.

I only found this information after going through the terrible long drawn process.
But its good .. the consular services remind you what India is going to be like .. so when you plan to visit india you get a taste up front
