Can we send SMS from internet to Apple iphone 3/4 (local or international ) ?

You can send SMS via skype but it is chargeable. There are websites that allow to send SMS for free but they are less reliable.

One search on Google is going to show up thousands of such free SMS sites. Free sites are unreliable as your message may or may not reach, you can try and find out. Some cellphone providers themselves have web based form to send SMS to their customers that you can search through Google and try that. For example Bell has this http://www.txt.bell.ca/bell/en/. Otherwise Skype is not bad for 8-10 cents they charge for SMS.
I guess we have some Iphone users who do not like to check their email
