I APPLIED FOR CANADA PR IN 2009 ALONG WITH MY FIANCE AND I MYSELF WAS THE MAIN APPLICANT AND GOT REJECTION BECAUSE CHC WAS NOT SATISFIED WITH MY JOB EXPERIENCE DETAILS.
NOW,
I WANT TO ASK, CAN I APPLY FOR CANADA / USA STUDENT VISA FOR HIGHER STUDIES AFTER GETTING THE REJECTION.

There is a good chance Cic canada will reject ur application because u were reject for PR...
Trying for usa is a better bet..

USA and canada are 2 different countries with independent immigration systems..
Unless u mention it or denial of entry was stamped on ur passport they wont know..

but when we will fill the form then we have to mention about any country visa applied earlier???
I wonder why you want to take expensive and uncertain route of being student to these countries ? for PR, there are other countries (Aus, NZ, denmark) which are still open for immigration for you. Also in case your experience is not enough yet , you may be trying for PR too early in your life.
Anyway, PR application rejection is not visa rejection or denial as it is not stamped on your pp and should not impact your student application if all papers are fine.
I suggest where ever asked you must also declare about the application rejection, the databases today will in anycase reveal all the details to authorities.
