My friend is doing his first landing in Nov and his family will be oining him in January.

He wants to know if he can carry all their documents (passports , Landing papers etc ) and apply for their PR Card on their behalf or should it be done only when they are in Canada?

No, he should carry only his passport and landing papers. Hope he is the principal applicant since only the principal applicant can land alone first.
