Well, I thought the PR card was the only acceptable document when you depart for Canada. Anyway, I landed during the era of the good old landing paper and had to apply for the PR card when they were rolling out in Nov 2002.

You may be right.. because when my dh landed he had the landing papers and had to apply for his PR card in 2003 I believe.

As I mentioned earlier.. according to the website you can get temporary travel documents from a visa office internationally but you will likely have to explain ur reasons and pay a fee.

Im not 100% sure - check with CIC (they have a 1800 number)

the guy was deported coz according to the officers he would either need a PR csrd or visa to enter the country and as he did not have either he was not allowed to enter. in fact they pulled up his file on the computer and checked when he had done his entry . then they discussed it amongst themselves and said as he had not followed the rules he would have to go back. i was pretty shocked. but they said that they make it clear to all immigrants at the time of landing that they are to wait for the PR cards.

If he came to Canada by a flight, and he did not have a PR card or a temporary visa, the airline was at fault to bring him here (besides he being foolish to try and enter Canada without a valid document).

However, I am surprised that you were shocked to learn this - since this is basic logic - how can you enter a country without proper documents? I personally feel you do not have the facts right and therefore are getting confused. First you said that he did not wait to get his PR card, and therefore they refused entry and deported him, then you write he did not carry it with him and therefore he was deported. For your info, he would have been deported even if he had waited for his PR card, collected it, gone out of Canada and then come back without card or visa.

Please get your facts right.

HE DID NOT WAIT FOR HIS CARD
HE CAME FROM SOME AFRICAN COUNTRY
THEY SENT HIM BACK
BECAUSE HE HAD NO VISA AND PR CARD.
SO IF YOU DONT WAIT FOR YOUR CARD YOU WILL NEED A VISA TO REENTER CANADA.
NOW IS THAT CLEAR
