Tourist visa refusal

Hi

Please advise I am so upset, with canadian high commission Delhi, this is second time they have refuse my mothers tourist visa, I put my 1000% to submit all kind of paper notarized, attested, financial statement, I am a PR holder and father of 2 Canadian born kids, my mother have nt seen them since .....

I dont know what this immigration officer look into a file......

any body can guide me I want to take this issue to immigration Minister Canada.

Did you submit you mother's financial documents, like fixed deposits, pension if any, property papers, etc? Though they want assurance that the visitor will go back on completion of visa's term but there is no guarantee that they will be granted visitor visa even if documentation is complete.

What is the reason mentioned in VISA refusal ?

Next time submit MP's letter. Recently my friend's parents got visa on third attempt. The difference between previous attempts and third attempt was MP's letter. They have their own criteria. if you are lucky MP`s letter may click. But not guaranteed.

Canot your family take your children and visit your mother in India?
See, the reason being, you will bring your mother for 6 months, then extend it for another 6 months, try to apply for PR for your mother in Canada and the Govt. does not like that. So they see the back ground (subjective process) and see that she will get the visa only if the officer feels (again subjective process) that she will return to India and that you have enough money to support her in the 1 year that she will be in Canada

Sorry to hear that and I certainly do understand your frustration since I had been there. I know you may not like asking following questions but intent is just to help.
1) With denial they must have given some reasons to see your mom as potential immigrant. Review them carefully
2) How much was the gap between applications and what was done diferently second time?
3) Do you have any siblings in India? It helps to show as much family in India as possible.
4) how long have you been in canada? Did you submit notice of assesments ?
It just frustrates you when the fact is that your mom may never want to live here only except for spending time with you and grandkids.
Writing to minister may not help as the government is conservative and Kenney is not at a pro-immigrant. You may find his email address on the site but may not go anywhere.

Your frustrations are understood.

You must establish through papers that your mom has strong (er) ties with India (like pension, property, your siblings, her siblings etc) and she will return on completion of visa.

Also ask exact words your mother say when she is asked by the visa officer. you may like to change few things over there. using words 'live with kids' instead of 'visit kids and come back ' can impact officers decision.
