I posted this question earlier, however didnot get any response. I will really appreciate if anyone can help.

My dad was requested to have Finger Prints done, which is already been completed and we received a approval certificate from RCMP.

But with in 7 days of RCMP certificate :

I got this finger printing request (2nd request) email from CIC-Pilot :
============================

If you are outside of Canada and not living in the USA, please contact the appropriate visa office for fingerprint instructions:

LINK

You must contact the visa office within 30 days from the date of this notice. The appropriate visa office will send the fingerprints and a copy of this notice directly to the RCMP in Canada. The RCMP will send the results to the Case Processing Pilot - Ottawa at the address below within the processing time on the RCMP website.

=============================

I have checked the CIC-India website but no information is there and My parents have already tried contacting Delhi Embassy in person, but no information was provided either. I wrote an email to Delhi Embassy about the same, no response yet.

Anyone aware of such request?

I tried to access your previous posting. It is buried under, some where, and the website is also not very friendly to me and would not let me delve deeper into older requests. (Web master please note.)

Your LINK does not open.

Your Parents application is on the priority list from the looks of things and they (CIC) are hot on the case. So, do everything that they are asking and DO IT IN A HURRY. (The year is coming to a close.)

As usual, there is always a slip between the cup and the lip. My wild guess is that it is in the queue and will merge within 30 days of submission. But the guy at the (PILOT) nearest end has not got the O.K. from the RCMP.

Another wild guess is : that they are not able to see the actual data that they normally would like to see or read. Here is my read on this...
"""With the introduction of biometrics identity screening in Canada’s temporary resident program, CIC will share limited tombstone data with the RCMP, such as name and date of birth, needed to establish the identity of an individual.

The RCMP will only provide Canadian law enforcement officers with biometric data and limited associated tombstone data collected by CIC when there is a potential fingerprint match between a CIC fingerprint and a law enforcement fingerprint. The exact data shared by the RCMP will be elaborated in the Immigration and Refugee Protection Regulations and will be made public when the regulatory amendments are published later this year. However, Canadian law enforcement officials will not have routine access to the immigration status of temporary residents.

Canadian law enforcement officers will continue to follow current practices by contacting the Canada Border Services Agency (CBSA) Warrant Response Centre or local Inland enforcement offices for further information on a specific individual on a case by case basis. However, immigration warrants are posted on the Canadian Police Information Centre to which Canadian law enforcement agencies have access.""" Please don't get too deep into this.

SO, go to the nearest Police Superintendent's Office there in India and follow through once more and it might take a week or longer to complete the process.
Also, the CIC will know about the RCMP's O.K.ing the biometrics very soon. So, it is double the work for you. It will pay you for all of the troubles that you took and for all of the efforts put in.

HERE ANOTHER HEADS UP AT THE CIC WEBSITE :
The checklist of required documents (IMM 5612) is subject to change. Applicants are advised to refer to this checklist on the CIC website periodically while preparing their submission to ensure that they have included all documents listed on the most up-to-date checklist.
And today I am not able to open up this document, for some reason. In one location it says it has SEVEN Pages, at another FOUR and I got to see just TWO in a third place. So, keep a look out and see if it has changed.

You have done this before and so this is redundant. :
How to obtain a police certificate - India

Do I need to provide a police certificate when applying for permanent residence?
Yes.
How and where do I obtain one?
Local Requests
For districts other than the Punjab:
Applicants should contact the local Senior Superintendent of Police/ Superintendent of Police/ Commissioner or Deputy Commissioner of Police, the Additional Commissioner of Police, or the Station House Officer (Police clearance certificate issued by the Regional Passport Office are also acceptable.
For residents of the Punjab:
Only the Senior Superintendent of Police or the Regional Passport Office may sign a Police Clearance Certificate.

Non-Resident Requests
Applicants should contact the Indian embassy or consulate.
_________
Here is what it is that they will want you to do.

How to Get Your Fingerprints

The POLICE want to make sure your experience is a pleasant one. Our respectful and friendly staff members are the experts in providing fingerprinting services. To speed up the fingerprinting process, please ensure you have all the necessary materials in hand before you visit our office.
Identification required

Applicants should bring two pieces of valid government issued identification and one must be a photo ID. The following are types of acceptable identification. Please check with your local office for additional types of identification which may be accepted:

Passport
Driver's Licence
Birth Certificate

Notes:

* It is recommended applicants have with them a letter or file number from the requesting source, if applicable;
All identification must be current and not expired;
. This letter must include the address for third party results and should have a CIC file number, which will be included in your transaction. Please ensure this letter is available during the fingerprinting application session.

Our experienced staff will be happy to assist in answering any questions. (And where are they when you really need them?)

Work hard. I did too.

FH.

Also they have started a NEW Program there in India called AADHAR and the Biometrics there are much better and detailed. See if you can provide the details of the same if your Parents have completed the same and are in possession of the card issued to them.
