I have checked the CIC-India website but no information is there and My parents have already tried contacting Delhi Embassy in person, but no information was provided either. I wrote an email to Delhi Embassy about the same, no response yet.

Your Parents application is on the priority list from the looks of things and they (CIC) are hot on the case. So, do everything that they are asking and DO IT IN A HURRY. (The year is coming to a close.)
As usual, there is always a slip between the cup and the lip. My wild guess is that it is in the queue and will merge within 30 days of submission. But the guy at the (PILOT) nearest end has not got the O.K. from the RCMP.
Another wild guess is : that they are not able to see the actual data that they normally would like to see or read. Here is my read on this...

SO, go to the nearest Police Superintendent's Office there in India and follow through once more and it might take a week or longer to complete the process.
Also, the CIC will know about the RCMP's O.K.ing the biometrics very soon. So, it is double the work for you. It will pay you for all of the troubles that you took and for all of the efforts put in.

The checklist of required documents (IMM 5612) is subject to change. Applicants are advised to refer to this checklist on the CIC website periodically while preparing their submission to ensure that they have included all documents listed on the most up-to-date checklist.
And today I am not able to open up this document, for some reason. In one location it says it has SEVEN Pages, at another FOUR and I got to see just TWO in a third place. So, keep a look out and see if it has changed.

For residents of the Punjab:

Also they have started a NEW Program there in India called AADHAR and the Biometrics there are much better and detailed. See if you can provide the details of the same if your Parents have completed the same and are in possession of the card issued to them.
