Is there anyway to take any EFFECTIVE action against the BLS for their inefficiency if so please guide me.
My son's surrender certificate was received from the CGI - Toronto by the BLS - Toronto on 5 October and since that day the tracking status is showing "Ready for Dispatch". My son managed to call them on 10 October from Waterloo (where is based) and they promised that it will be dispatched on the same day. Till today the status has not changed. We are very frustrated and disappointed by their service.
Can something be done to the BLS?
Thank you in anticipation for sharing any possible experience if anyone has gone through similar frustration.
I would recommend a road trip to BLS and collect the document. Did you provide paid return envelope? I have known CGI sit on packages for days because they think they can. BLS might be doing that too.

Yes he has paid them for the return courier as while submitting the documents he travelled to Toronto.
This is middle of the term for my son (he is a student at UW) and it is not easy for him to travel to Toronto every now and then. The idea was to get this Surrender Certificate and work on OCI application and then make a trip to submit the OCI application.
Its practically impossible to get them (BLS) over the phone.
Let us see what happens by Wednesday/Thursday otherwise he will decide if he can make a trip to Toronto over the next weekend.

The problem is these delays will eventually delay the OCI application and he intends to travel to India during the 3 week of December. So in a way we have a tight schedule in terms of time. But if the OCI will not be ready (which is very much likely based on their efficiency) before he needs to travel then we will try for the visa.
This is a situation where very little can be done to expedite the process.
I appreciate your comments.
Need clarification on the following extract from the BLS new OCI checklist. Please clarify if any one can:
"In case of un-married/single applicant: Parents record of landing and parents
landed Indian passports are required. If parents have never landed or applied of
Permanent Residence status in Canada need to provide Notarised Affidavit from
Canada."
"In case applicant is unmarried / Adult: Self signed declaration letter to be
provided."
My son will be applying for the OCI very soon. We the parents also had PR but it has expired. We have visited Canada twice during the validity of our PR in between.
What are the implications of our expired PR status on his OCI application and does he need to provide any documents from our side if so which ones exactly.
Grateful for any clarification.

Can anyone help in giving some hints as to what should be written by an unmarried/adult in his "self-signed declaration" as part of the document from OCI checklist?
Please help if possible.
