I don't think, people still realize the extent of damage already done by Blackberry in Waterloo. Google comes (or whosoever comes), its not that easy to replace an existing set-up overnight.
KW area isn't like Toronto. There are basic employment opportunity differences. I believe a lot of families have seriously taken a hit (though its human nature not to accept it till the very last moment).
For those who are dealing with the hardware side of the business, lay off is going to be tough. It will be hard to find a similar job in Canada. No wonder many of them moved to US.

A year before this layoff, most of my laborer friends from Blackberry were already laid off and they found employment in the automobile spare factories in Guelph.
For the past 6 months, I am seeing my IT friends in Blackberry (in SAP and R&D) put in linkedin that they are looking for new oppertunities (a honorable way of telling that they are laid off).
As you said, those IT people who did not move to the US (may be due to not getting a job in USA), are still not able to get employment.
However, I am yet to discover if any TCS employees (and there were many) were laid off.
Canada is notorious for not hiring locals (PR's and citizens and in IT profession) for as low as $ 20-$ 30 an hour but they will hire TCS people on work permit and pay more than $ 40 an hour to such people- However TCS will pay lesser to employees after deducting profit)
