YOU ARE 100% CORRECT. But, there is always a but, when you make arrangements with a taxi company for a van, before you leave your departure COUNTRY, make a placard with your name and place it in your brief case, foldable if very big, which will say on it " H A S N I " and you hold it slighly over your head to tell who you are AT THE PRE ARRANGED PICK UP POST.. The TAXI Driver will notice the same, and will approach you, because you have pre arranged for your taxi and given him a hint with a name that you will display at that post and with your disply name. It could be JOE, OR JOHN TOO. They just look for a name that you said that you will display.
ALSO, inform them about the terminal you will be landing in at PEARSON INTERNATIONAL, with your airline and flight number and the ETA as noted in your flight details, in the ticket, and tell them to look out for its arrival and be on the look out for you, in front of the arrival location, at the the PRE ARRANGED PICK UP POSTS at the airport here at PEARSON. You can also tell them to come an hour after its arrival, to provide you with ample time to clear the immigration and be at that pick up spot.
I will provide you here with a plan of PEARSON AIRPORT AND THE PICK UP POSTS IN IT.

If you have an iPAD or a phone that works on GSM system, then, you will fly through. Nevertheless, hope this clears your doubts.

Pre-Arranged Pick-Up Procedure. :
You must reserve your limousine prior to your arrival at Toronto Airport. Your Chauffeur will register your NAME with the pre-arranged Limo Tower, and will be waiting in the pre-arranged parking lot away from the Terminals.
All Customers must proceed to the pre-arranged Commissionaire (Gentleman wearing white cap) or give us a call 416-259-0911.
After arriving, clear customs and collect your luggage, Then Proceed to see the Commissioners at the Pre-arrange limo stand (Designated posts*) Please give the Commissioner YOUR NAME, and ask For PEARSON INTERNATIONAL LIMOUSINE to be called in for you.

FH, I am so grateful to you for your time and concern that you always show to solve our issues. Picture is quite clear to me now. Based on the links that you provided earlier. I talked to few private service providers and one of them has shown consent to pick me up for CAD60. He says that he just hold the regular Ontario license and that's all. Probably in other words he may just come as a friend to pick me up, would that be fine ! Should I avail his services ! Actually there is a caution posted on Pearson international web site in the taxis and limos section, which says "Passengers are advised not to hire drivers soliciting inside the terminals or asking guests to follow them to the parking garage or any other location due to safety reasons."
I am more concerned about the legality of availing such private services rather than safety, if there is nothing illegal in moving with these private service providers, I think no harm in saving few bucks 
If you are more concerned about legality, there is nothing illegal if a "friend" comes to airport to pick you up.
It is always good to plan ahead, but you are fretting too much. Don't worry, you will make it to your place in Mississuaga in one piece.
I paid for a seat in one of those vans that are hovering around the Airport, seven years ago. I think it was 50 (or 70) bucks to my doorstep in Waterloo(two hour drive from Mississuaga). Two pieces of baggage per person.
You could rent an entire van for that price and get dropped off at your doorstep in Mississuaga. Don't worry about "legality" of these services too much. This is one of those grey areas which is normal and accepted(they have arrangements with the Limo companies as well).

Costs about FOUR BUCKS one way. They accept Suitcases and they Stow them Under the carriage. Runs 24/7 Allow good 4 Hours in the summer, May be more in the COLD COLD winters. Great for meeting your friends who fly.
