Electrical Work - Installation of pot lights

Hi Guys,

I have recently moved to new home and planning to install some pot lights (recessed lights) on ground floor.

Following changes I am looking for:

1) I already have 4 pot light in Family Room where I want to add 4 more on same switch.

2) In kitchen, I have ceiling light which I want to remove and add 6 pot lights on the same switch.

3) In great room, I have cap for ceiling light which I want to use for 6 pot lights.

So, there is no work for adding switch at all. Mostly fishing the cable from existing connection in celing and install the pot light.


I have few questions. Just trying to know legal things.

1) Do I need ESA certificate for this electrical change? What happens if I do not get ESA?

2) Can I do this job myself and apply for ESA? How easy to get ESA if I am doing myself?

3) Can I hire someone who works full time to install the pot lights but not ESA certified contractor? Can I apply for ESA as home owner?

4) Do you think law force everyone to hire licensed ESA certified contractor to do this job?

5) Any other suggestion? What is the best way to do this renovation?

I will appriciate quick respons on this one.

It is a pity - people keep talking nonsensical things on this forum (like free food from food banks) but no one contributes to a genuine and practical question about Canada.

I wish I could help but I have no idea about electricity and ESA (infact, I googled to understand what does ESA mean)

Hopefully someone soon contributes on this question which might benefit many.

Same here. Just like you, looks like all CD's donot know about ESA and all.
So donot think that each and every post would have a suitable reply. May be the OP should have contacted Redflagdeals for info.. A lot of skilled tradesmen are part of that forum and can help better.

CD is mostly IT people and other educated people doing labour jobs.

ESA Inspection Requirements for Residential-- New Home Construction
Electrical installations in a new house must be inspected and authorized prior to connection to the Utility electricity distribution system. Residential inspections involve a number of visits at various stages, including:

1 inspection of underground wiring – if required
2 inspection of wiring to the meter, the main disconnect means (for example fuses or breakers) and inspection of grounding to service
3 inspection of all electrical wiring prior to the installation of drywall and insulation
4 final inspection to ensure that there is no open wiring

Renovations/Additions and Alterations. :

Any change to the original wiring including repair and replacement of electrical devices. Electrical inspections are required for all electrical work (new installations and modifications). ESA will provide information on inspection requirements for the work being done. Any failure to follow the proper instruction during the installation process will result in a FATAL accident
and if found negligent, the consequences of your action will be enormous and may include incarceration. (Jail Term)

There are a few Certified Electricians who will help you with your project, if you are a knowledgeable Handyman. They will let you do most of the work and let you even connect the same and later on will drop in and check the installation to see if you have done the job properly and completed according to the Building Codes. They will charge you a nominal sum for their inspection, and might even correct a little bit of the wiring too for the same fee. They will also instruct you and tell you if you did it CORRECTLY and if he alters any of the wiring, then he will tell you what he did and why. This will be an educational process for you, in case you want to do the same all over again later on, either for yourself or for some one who is in need of similar Handy Services. You will still need his inspection to get certification.

If you know the Amperage of your POWER source as fitted to your property, you will know what kind of service you have and the components of the switch board and the circuits there in. Most of us have 200 AMP circuit in our Basement. Lighting in each room is controlled by a circuit breaker, except the Grand Room, where in you will have wall plugs situated every eight feet intervals, on each side of the wall. You might not find any ceiling lights. Most of the circuits are GROUND FAULT INTERRUPTER CIRCUITS (GFI circuits) They are resettable if it ever heats up or gets overloaded or if there is a short circuit and it kills the switch in millionths of a second, there by saving the life of the operator and the equipment and avoids FATAL ACCIDENTS and also a fire hazard. All of these are design features and it is made by geniuses to be run by F!@#$%G fools. If perchance there is a fire in your house, anywhere else, the Fire Marshall will inspect each and every circuit and numerous other things to determine and throw the blame on the adventurous activities of the Handy man and hang all of the things on you for playing mischief with the wiring etc.,, regardless how the fire started. Because that is the nature of the BEAST. The insurance company will refuse your fire claim and you will stand to loose thousands of dollars and in a worst case scenario, you will be left to hang out on the streets for the rest of your life.

I don't want to see that happen and so will avoid such incidents happening to you or anyone.

Anyone who knows the ESA requirements and posts a good question here knows fully well what the Normal Requirements are and any response to that query will be "follow the rules".

So, you have been properly informed. In short you have been WARNED.

Currently, there are POT LIGHTS that take LED Bright Focus Bulbs and Reflectors, because they are of low wattage, which do not generate any heat, or very negligible heat in the ceiling light fixtures, which eliminates the Fire Hazard and some of them are plug-ins and they could be easily incorporated into the previous circuit in the ceiling and also could be controlled by the same switch or a dimmer switch on the wall to control the aesthetics in the room and also the ambiance. So, you have many ways in which you can go about it, if you have the proper tools and experience or the knowledge base to access and follow and also the people to help you with this project.

I am not in GTA area. Finally, I figured out.

ESA is a crap for collecting money from home owners and law force everyone to get ESA certificate for this kind of electrical renovation. Also if you don't get, insurance company may not pass your claim if something wrong happen in future and you will be broke.

ESA inspector come to your home and stay for couple minutes just for formality. No real check for safety. Also, most of the time he comes after completion of electrical renovation and he just look at from outside. It looks like legal corruption and it is not for safety at all.

Lot of home owner doesn't know about this and does electrical renovation without certificate. So many licensed electrician does this job (they are not master electrician and do not have ESA license.) and lie to home owner to get business.

There is one loop hole in this law. Either home owner or master electrician (who has ESA license) can apply for permit and get ESA certificate for this kind of renovation. Law prevents the home owner to apply behalf of someone else. It means if home onwer applies for permit, he should work himself. Some home owner taking advantage of this. They are asking non master electrician to work for him and home owner applies for ESA permit to save money.


I found master electrician and will start working soon after getting ESA permission for electrical renovation at my home.
