Here is what I found from Pearson website. This must be something new implemented in the last few months. I have seen free carts on the last few visits.
I never got the larger carts, as I have used the help of porter. It was around 10 or 15 dollars for that service.
Regardless of whether it's free or not, people should not advise new comers to go and collect quarters. Someone who does that doesn't have the best intention.

Secondly, I shall be reaching in the day time, around 12.30 pm, is there any public transport available which can take me to mississauga, another move just so save few buck and to get a chance to know how the public transport works there. Thanks

Mississauga transit route 7 (between Morning Star Drive & City Centre Terminal) goes thru Pearson Airport.

Dear SS, I landed in Nov 2013 and had to get the trolly for two dollars, then again in aug' 2014 I needed a big cart and had to pay.
