My friend shall be travelling in first week of April from Saudi to Toronto. He has 6 hrs layover at Heathrow airport. Is it possible for his brother who lives in UK to come and see my friend at Heathrow. Please note that my friend is holding an Indian Passport.

It is not possible to go out of heathrow without a visa. If you friend can get a visa, then it is fine.
Otherwise, they used to tell that in Heathrow (some 10 years back), you can meet / see outside visitors in a glass partition area, where you can see your relatives on the other side. But not sure if it is possible in all areas of Heathrow airport.

ThanksTK, yes you are right, he needs a visa for sure to go out. But what about his brother who is a UK resident, if he can somehow come to Heathrow and they may meet.

How can the relative enter the terminal without a valid boarding pass? Only the Glass wall provision used to be there but nout sure if it is there now or if the transit passenger of a particular gate will have access to it.

Though I cannot say specifically about Heathrow but in general, transit area will be after you get boarding card and pass security. Your friend will not be allowed to go outside the transit area and your friend's brother will not be allowed inside the transit area unless he is traveling outside Heathrow to somewhere for which the flight departs from the same terminal.
