As far my knowledge goes and how I will like to spend my days in Dubai is as follows :
1. Burj Al Khalifa (the tallest building in the world). - 1/2 days
2. Dubai mall with the aquarium shows. - 1/2 day
3. Gold Souk (to buy Gold and see Gold). 1/2 day
4. Karama - to see Indians and eat cheap Dosai and tea. - evenings
5. metro travel - 1/2 days
6. Sheik Zayyed Road. (To see the sky scrapers) 1/2 day
7. The Burj Hotel and the surrounding sea shore. 1/2 day
8. The Palm (Group of Island by the sea). 1/2 day
9. As you said Dhow Cruise and Desert Saffari. 1/2 day + 1/2 day
10. Eating ME food which is basically kabbabs, bread etc. - evenings.
11. Ferrari track - if interested.
As Fido has said, use taxi for faster commute. Hop on off bus is also there. Try to avoid commute by bus as you will need some time to understand the route.

Dubai is worth a visit. Excellent infrastructure and facilities. 24 hours might be hectic with jet leg. But if don't have enough, worth giving 24 hours as well.

Of the above I would just make the following replacements ...
You can skip Burj al Khalifa ... it may not be worth it ... it takes time to book this and view it .. something like CN Tower .... But yes have a photo shoot with it in the back drop ... from any where around Dubai Mall .
In stead of Karama , walk through Meena Bazaar ... almost all Indians & lots of Indian restaurants -- I love this walk and ask for the abra (water taxi) station ... take a Abra which takes you across the creek to Deira from where you can hop on a cab to take you to the Gold Souq ...
Another photo shoot could be against the Jumeirah Mosque .... when you are in Jumeirah ....
