After getting sponsored family PR visas, if one family member decides not to immigrate, can rest of the family still immigrate or not?

As long as the Primary Member or the SO CALLED 'Sponsor' does not back out of the Immigration Process, (THE DEAL) the rest of the family can enter with the SPONSOR.
If it happens to be for one such individual in the family who is "IFFY", then you can drag him/her and make an ENTRY and go through the Stamping Process and after a short period of stay (and tours) can return back to the country of origin (S/he can purchase a return ticket and fly back)
This will leave the doors open, upto a good period of 4 years plus, just in case there is a change of mind or they have any regrets about missing out on this deal! Plus this will also give the settlers two additional suitcases full of usable clothes that the person who wants to return. (Go back home with two suitcases full of happy memories.)
