Canadian PR working in USA wants to sponsor and bring wife to Canada

Here is the situation of my friend:

" I am on H1 (working visa in USA) and am a Canadian PR. After marriage my wife came in USA on H4 (dependant) visa. am living in USA and want to sponsor my wife in to Canada, so when I go to Canada I can take back her with me. I am filing my tax returns in USA and none in Canada"

The question is: "How can he sponsor his wife?"

permanent residents must reside in canada in order to sponsor... the exception of sponsoring while outside canada applies to canadian citizens...

look in the sponsorship guide... faq section on "if i live outside canada..."
