My husband has a Permanent resident status in Canada & he filled my sponsership application in September 2002,after how many years he can sponsered someone fron his In-laws side
Sorry, but I don't think he can sponsor anyone from "any side" including in-laws. He can only sponsor his spouse, which I presume is you, his dependent children and dependent parents.

You can sponsor your parents [his in-laws] and your husband can co-sign if you need his income to meet the minimum requirements.
