folks,
i had a couple of questions about applying for PR.
* do we have to apply for PR in our home country ?
* what about work permit ? for eg, if i'm working in the US, do i have to
apply for work permit in india or can i apply in US ?
* where is the PR processing time the fastest ?
any information in this regard would be very helpful.

Your application should be sent to the country where you are legally residing [e.g on student visa, work permit etc]. Visitor visa does NOT count.
If working in USA, apply via USA.
There is no fastest as such any more. You can't shop around anymore. USA is faster than India.

currently, i'm in US with H1B and i still have some time left. which of the two options is better, faster and safer for PR processing.
* get a canadian work permit, move to canada and apply for PR
OR
* stay in the US, apply for PR, move to canada once the PR is approved.
any inputs will be very helpful !

if you can get a work permit, then of course it's the best option.
Otherwise, option 2 is not that bad!
