Hi,
One of my friend is in work permit and working here in Quebec(working for a Chinese Company as Country manager) for last one and half year .He is planning to apply for Canadian Immigration
Q1: Can he apply within Canada?Someone was mentioning that one has to be in Canada for at least 3 years before he/she can apply within Canada
Q2: If he needs to wait till he complete 3 years is it better to wait for another one and half year or he should apply immidiately (from say Buffello)?I mean to say is processing time is less if one is applying within Canada .He can stay here for next 6-7 years
Q3: He doesn't knoe French does that he needs to apply outside Quebec?

A1) He can apply from Buffalo anytime. Either person who told you that he has to wait for 3 yr have no idea what he is talking about OR he is kidding.

A2) see above

A3) He can apply from Quebec as long as he meets minimum requirements and minimum score if you are applying for Federal skilled worker.

You should check with Quebec immigration too, as he has already established himself in Quebec and if he gets CSQ, it will be lot faster than federal skilled worker process
