Hi Faisal,

IMO:

Former resident (as far as the CBSA pamphlet linked to above says): A person who was a resident in Canada at one point of time and is now returning to Canada. The CBSA is discussing his or her customs entitlements on his/her return to Canada.

A non-resident is one who establishes himself or herself as a resident of another country. It may be a simple matter to fulfil the conditions of being a non-resident *for customs purposes* as the link below suggests.

(However as we have discussed in another post, It's better to call the CBSA to be sure).

Being a non-resident *for tax purposes* is far more complicated as far as the CRA is concerned (as discussed in some other posts).

Yes, I have gone thru the site in details and my interpretation is the same as yours. Good thing is that it applies to jewellery (personal effects) too.
