Hi there,
A friend of mine is a Permanenet Resident from past many years , but is living in USA. He would now like to apply for a PR Card, but does NOT have a address here in Canada that he could give to Immigration Dept for the records.
My questions are :-
1. Can he use my current address to apply for his PR Card ?
2. Can he get a LAN line on my address, so that he can show his utility bill- some kind of record. This way he can get his Drivers Licence and therefore apply for his PR card. ?
3. Is this LEGAL for him to do all the above while living in USA.
4. If I provide my current address for his records, it is NOT illegal . ? Am I doing anything wrong here ?
Please advice.

Yes! As long as you don't mind! There are lots of people giving friend's address for all communication purpose. Legalitiy is in question. I heard couple of years ago that Health Canada issued notice to some people having same address and asked them to report in person. This happend where in the same apartment there were more than 3 families staying. (With different last names!)

Once he/she shows that he is living here he can do anything.

It should be Illegal - I am not sure, but on of the purose of PR card is to issue it to people staying in Canada.

I don't think it is illegal - if you have enough space, you can rent/share with anybody.
