Faced with a flood of multi-million dollar lawsuits, the federal government yesterday agreed to re-evaluate thousands of potential immigrants who applied for visas under old rules but were not assessed before tougher standards came into place.
The surprise about-face is expected to bring an end to a controversy that began in February, when a judge ruled that federal bureaucrats misled Parliament about severe backlogs in the immigration system.
Denis Coderre, the Immigration Minister, conceded yesterday that the 113,000 people affected by those backlogs should now have the opportunity to be assessed under the old standards.
"It's a recognition that they dropped the ball," said Richard Kurland, a Vancouver-based lawyer representing more than 2,500 people who had filed suits against the government.
"Misrepresenting Parliament, wrongly failing 100,000 applicants and bilking them of their processing fees is not the way to run the immigration department."
Mr. Coderre also revealed yesterday that all potential immigrants will have an easier time getting into the country.
Since last year, skilled worker applicants had been required to score a mark of 75 on a scale that measures education, work experience, language skills and family contacts in Canada.
The passing grade is now 67.

Don't forget to pass the message: Those who had their applications refused under new law should not worry. We'll get all those files re-opened and processed under new 67.
