To assess your application under the IRP Regulation and/or under the Immigration Regulations, 1978, we require current information regarding your education, work experience and your family configuration. Please provide within 6 months from the date of this letter the information/documentation listed below. Once our office receives this information and/or documentation, we will review your application and decide whether an interview will be required.
- completed immigrant application forms (IMM8) with schedules 1&3 and the Additional Family Information form (IMM5046). These forms are availabel on CIC's website.
- conclusive proof of your claimed level of proficiency in English and/or French. This can be in the form of language test results by and approved organization or a written submission supporting your claimed level. (See the enclosed document regarding the possiblility of an interview waiver for those who submit test results)
If you fail to submit the information and/or documents listed above within six months, an officer will assess your application on the basis of the information that you have already submitted, without further notice to you.

Acc. to Massodbhai, I will be assessed as per new law. Hence all this talks of 67 points is bogus now. I think there is a new minister now in canada and everything has changed. I have been already awaiting for 2 and half yrs.!!

That's the million dollar question. I suspect most files like yours will end up being assessed under new law or officer will simply assess under old law but waive interview. If pre-screening brings you 64 or more, waiver is most likely, especially given the new climate of moving on to new law.
Perhaps, you should take IELTS and forward to the embassy. It may influence the visa officer's decision.
