I think 67 score is for the applicants who have not received the selection.
I don't think 67 is blanket new score for all skilled worker applicants. What about a person who applies tom'w? I think for that person the point system stands at 75 only.
Correct me if I am wrong.
"First, I am proposing that the applications of everyone in the previous economic applicant category who filed for permanent residency status before January 1, 2002 be assessed under the provisions of the former Immigration Act."
"Second, I am proposing changes that will lower the pass-mark for federal skilled worker applicants in the system who have not yet received a selection decision from 75 to 67."

Does it mean that the applicants who applied before jan. 2002 and were refused before based on the new system, they can also "REOPEN" their cases? if so, what is the fee you will charge from such candidates? in fact i have a candidate who was refused with a points of "69". let me know so that i can ask him to contact you.
