I agree with garvo's post #960.
One can start processing the application without canadian experience, and let me tell you one thing, by canadian experience it means that the job should be in the field you have your engg. degree, not as engineer, but could be in technician or technologist level. the peo also knows that one cannot work as an engineer without P.Eng. license, so they are not asking for canadian experience as an "engineer".
I think if you simply follow the procedure of peo, carefully, reading between the lines, getting a license is not tough. Also. PEO has the Engineer-in-training (EIT) program, under which you will be given preference by some companies (since they are under obligation to hire EIT's) and one can apply for all jobs advertised for C.E.T's or technicians, or technologists.
There are ways to get it, You need to have the Will !!!
