how long dest it take to receive visa fater submitting ROFL?

I had applied for my mothers immigration, it took me 3 years of have everything processed. Canadian embassy in NYC had asked for ROFL whihc i had send on December 14, 2004, but i am still waiting for her visa.

Can someone guide me on the process?

What is the wait time? Do they mail her visa in mail or will ask for her passport? Also my mother is in Pakistan but her case was processed in NYC.
