I have been a regular visitor to this site and I have found this to be very useful. My thanks to the operators of this website.
I have a doubt - which I hope sombody from the members will be able to clarify -
I had got PR status in June 2001. I was in Canada for a short time and left planning to return again after a few months - however due to 9/11 things become worse there and till now i have not been able to go back -
I have read that the last date for PR cards is Dec 2003 after which Canada will not allow any PR to enter without PR card -
I would like to know what will happen to my case - because as per new rules I have still not overstayed my time limit -

You need to be in Canada to apply for your PR card. To be eligible for a PR card, you need to have been residing an aggregate of two years IN CANADA in the last five years from the date you are applying for your PR card.
If you don't have a PR card after 31/dec/2003, you'll need special permission to return to Canada [procedure done at Canadian embassy nearest to you]. Embassy may determine that you have lost your landed immigrant status. You will need to appeal. Your lawyer will appeal and you MAY be allowed into Canada to give evidence or most probably will give evidence via telephone from abroad.
Winning such an appeal depends on many factors. The more you can show you have not severed your links to Canada, the better your chance. Appeal is expensive.

I think the above is valid for people who became permanent residents 5 or more years back. For people who have PR status less than 5 years, the authorities will verify whether he/she will be able to meet the above requirement when 5 years are completed. For example, a person who became a permanent resident in say June 2001 (and stayed only a few days in Canada) has till June 2006 to meet the requirement of the 2 year stay in Canada and will not be turned back until June 2004.

Yes u are correct
I landed in Sept 2001 spent two weeks time in Canada and moved to USA
I applied for PR card in mid Aug 2003 and CIC approved my PR card application on Sept 29th
I am expecting call letter from CIC around for picking up the card around Nov first week
Considering my case I will still be able to stay outside Canada till Sept 2004.But after Dec 2003 I need to show my PR card to reenter Canada
If you don't have PR card before 31st Dec 2003 ,you need to apply for one time use Travel Document issued by Canadian Consulate abroad
Logically if you cross USA/Canada border via your own vehicle you should still be able to do so showing your IMM1000 landing paper even after Dec 31st 2003....but there could be a risk and will depend on POE immigration officers attitude and consideration !!!

They're saying they will not let people in as of Jan 1, 2004 without a PR card (or a document from a consulate, which is issued in emergency cases only accroding to the CIC FAQ).
Will they let people fly out of Canada without a PR card after Jan 1, 2004 if someone has to go in an emergency?
