I am in Canada on work permit. I apply for immigration under skilled category through Buffalo. I receive the call for passports (after many years ofcourse!), my question is should I go to Buffalo personally for stamping of PR? or should I send the passport through post/courier from Canada to USA?, is that not risky? what happens if I do not get the passport for few days and if I need to travel out of Canada?

If you got a call for the passport from the Buffalo office, then, it is only for the passport. It is for processing. Did they say you have to cross the border and re-enter to get the stamp. (I know you forgot to ask). They know you are working too. So, take a day off. Fix an appointment. Drop in and visit them.
Now, the passport is a document that is generally carried ON person. So, it will be befitting if you can take it to Buffalo IN person. Do the processing and return back as 'A landed immigrant'. Get the documents processed. They are different to the ones that we know.
Next, do you have multiple entry Visa to the USA, and if so, enjoy the trip. When they ask you while crossing the border, 'the purpose of the visit', be frank and tell them it is to the Canadian consulate General, in Buffalo. With multiple entry visa, you can cross many times. It says the location is at 3000, HSBC Center, Buffalo NY 14203-2884. (800) 992 7037 ..and regular

I have friends who sent their passport to Buffalo/NYC for stamping and everything went fine. It really is a non-issue. Of course to be entirely 'sure' you may want to do this in person. Considering the fact that your location states Toronto, of course Buffalo is not that much of a hike so it may be worth it to do it in person.
