Coming to the question, weatherwise , when is the right time to land in Canada , Is it very hard for a newcomer to adopt between November to March. ?

Winter here is very harsh. For a newcomer who has to rely on public transportation, it is definately not an easy task to adapt. Even walking to and from a bus-stop can be hell sometimes when the temperatures are freezing and there's a lot of wind. Moving around and conducting job searches in these conditions is not easy. Psychologically, people (especially Indians) are a bit down because of the gloomy weather.
Also, in December, everybody gears up for the holidays and hiring slows down significantly, which makes things even more difficult. It starts picking up around mid-Jan.
So ideally, the best time to come is around April-May, when it is still a bit cold but summer is just around the corner. Totonto is absolutely gorgeous in summer and the high spirits are infectious. Also when winter comes around eventually (there's no escaping it!!!), you'll at least get a chance to adjust gradually as it gets more intense.
So if you have a choice, pick summer. Having said that, there are thousands of immigrants who land here in winter and do just fine.
