Do you honestly think that 'easing laws' on immigration is going to help? How long have you been in Canada?
What more negative effect can any party have than what is the current situation?
If they make efforts to integrate the new immigrants by considering their work experience, it will help make Canada a better place.

PC's will definitely have an impact on the immigration.
The most affected will be \"Sri Lankan Tamils\". PC's have already announced (National Post article last week) that they would list LTTE as a Terrorist Organization, and they are going to act on LTTE sympathisers and activist and send them back, while they have been protected by the Liberals.
PC's have also promised to re-organize the immigration department, and also perform the accredation of the Degrees prior to immigration. They have also promised to speed up the parent immigration times. Evidence can be seen in the Parent immigration lobby website.
Eventhough I do not see a future for myself in Canada, and I plan to move out after obtaining my Citizenship !, I personally feel that it is high time that immigration was regulated and not a free for all like what is happening now.
Just to digress, I've seen many people who have toiled, provided all the test results, degree certificates, attended interviews, provided experience details, bank balance details and the first thing they say on landing is that \"how did these people get here?, while looking at many people currently in Canada\".
In terms of Foreign Policy, I feel that it will be a more inward looking policy. Stepen Harper would be more like George Bush, as he himself has accepted in the recent CBC face to face that he has not travelled much outside Canada, and his wife has travelled all over the world.
All things said, it is time for a change! and hope it is for better!.

I've also read about conservative decreasing the number of immigrants but can they implement their immigration strategies once in power?
Or all new factors would affect only new applications?

As per my calculations there will not be immediate affect on immigration policies but YES maybe after a year or 2 the conservative govt will limit the immigration by making the processing time shorter and the critiria of selecting immigrants will be on 2 step basis:-
1) new applicant have to send their degrees and job certificates for pree assessment.
2) only the choosen once will be able to get through the step 1 and finally will get a chance to immigrate.
Now the most asked question at this time will be "will it have any affect on the files currently in procee?"
the answer is NO. cause according to rules the processing of current applications will be done on selection criteria when application was filed.
but YES it will shorten the processing time for these applicants.
