I don't know whether there are any rules that say this or not, but I do know this for a fact - they have already broken this "rule" once, and can do so again.
Back in 2003, when the new point system was introduced, CIC decided to judge applicant's points not based on when the application was filed, but when it was assessed.

And if you remember, the original passing points were 75, and not 67 (as currently).
As a result, a lot of unfortunately applicants' cases got decided back on that.

According to me, immigration "rules" are permanent only until they change it :D

but don't u think they have eased the points bu reducing them from 75 to 67, atleast they have not increased them to 80 and said "old applications will be assessed on 80 pt basis"
the only thing which desis considered in reducing the points was that those who have not given language tests, have to appear in IELTS. but logically it was right, atleast u should know the language spoken in country where u migrate.
by reducing CIC also have asked people whose applications were rejected on 75 pt basis to reapply on new 67 pts criteria.

The passing marks (whether 75, 67 or whatever) has nothing to do with immigrants welfare - it as everything to do with immigration quotas, revenue expected and the usual $$$ game.

That is not the only difference.
In fact, the new points system is completely different from the old points system.
As an example, the entire GOL is now gone.
Some people's cases may not be affected much, and some people may be completely SOL when new point systems are introduced and pending cases are judged based on new, rather than old, system.

You are kidding - is the Govt. telling them to pay all the fees all over again, go thru the whole process from scratch again?
And of course, wait for another 3 - 5 (or whatever) number of years all over again?

as per I know there was a deadline before the refused cases can be filed again, No they don't require to pay the fees again.
I know this because my friend got refused and then he re-apply without paying the fees.
when I was writing this message, conservatives were declare the winners, so i guess now it will be bad news for most of the applicants.
as the lock date will be today when the govt comes into affect, so all aplicants who file the case from now onwards will be considered under new rules of conservative and I bet u will see very less no of skilled immigrants in country now. only with very good work and education background will pass now.
but for family sponsorship it is greattttttttttttt. conservatives will make sure that parents PR visa is processed in time.
I am not a supporter of conservative, i just predicted this form there campaign.
now canada will be more like usa in terms of policies, so all thise who want to migrate must do it fast as immigration will become very very tough.

I have filed my application for immigration in February 2004, meaning that I am still waiting for a decision from CHC.

What will happen if the new government now changes the immigration policies.

I doudt they can do that - one thing for certain they need immigration for this country to survive. not much population. other than that they have a minority govt - this will keep them in check,

Whatever changes [if any] cannot be retroactive. They tried retroactivity in June 2002 and lost the Federal Court challenge brought by Canadian immigration lawyers that resulted in the passmark being lowered to 67.
