I migrated to Canada in Mid 2003, and I had filed my taxes for 2002-2003 in Mid 2003, I had obtained my NOC and nobody at the airport had bothered to check on it. Like most of us I thought what a waste of time and effort to obtain it.
On February 16th 2006, I had received a notice from my IT circle in Chennai stating that I had charged about Rs.2 Lakhs in my card and whether I had filed my returns for the years 2002, 2003, 2004, 2005 and they want the copies to be sent before 26th February 2006.
As per the instructions of the Finance Minister, anybody charging over Rs.1 Lakh in an year in the Credit Cards, who buys a plasma TV, art objects and fancy cars will be audited by the IT department.
If you give evidence that you have migrated with a clean record through the NOC it is good. If not they can harass you (you know their Objective !!! ), and can create unnecessary tensions for you.
Better to leave with a clean slate and also stop all future unwanted questions. If not your parents or who ever has your mailing address will be receiving notices from the department, and I do not know the repurcursions with the future Overseas Citizen of India application.
Better get harassed now while you are in India than to get harassed while you are abroad.

Were you using card issued in India?
I used to carry Citibank, ICICI, AMEX and whole lots of card prior to immigration, which I used in India in 2002, 2003 and I destroyed these cards and got them cancelled prior to leaving/immigrating from India.
This notice is for the usage of credit cards in the year 2002. As you know they can go and dig as back as 7 years.
