thanks fredie,as far as i remember two of the buildings were demolished where i stayed at my time,i dont remember the names of the buildings where i stayed as flats in building do not have postal addresses in kuwait.Morever i stayed with my father at that time and he is no more now. 22 years have been passed since i reached back to india in 1986.somebody said that kuwait embassy do not issue PCC.in that case what would happen to my case file?
Here is a question and answer section from Kuwaiti "Arab Times" Newspaper. You also lived there and might have seen one in your hay days.

Police certificate
I am an Indian who used to live in Kuwait many years ago. I stayed there for 10 years before I moved to my country for good. Now I have applied for immigration to another country, which has asked for a Police Certificate for the duration I lived in Kuwait. How can I get this certificate in my own country and also without giving a power of attorney to someone in Kuwait to process the papers for me.
Name withheld
Answer: It’s a very simple procedure. Just contact the nearest Kuwait Embassy or Consulate in your country and apply for a Police Certificate — giving some details about your Kuwait residence number or Civil ID number through which your record can be traced. The embassy will then complete the rest of the procedure and also give you an approximate date to collect the certificate.

My friend has applied for immigration to Canada and as part of the immigration process, has to get a Kuwait Police Clearance Certificate. He approached the Kuwait consulate and was told that he would have to submit a copy of fingerprints. When he asked at where he could obtain the said fingerprints the guy ' a malyalee' at the counter rudely told him that it was not his job to give all the info. His behaviour is typical of many indians working at foreign consulates, but having said that, does any one know the address in mumbai where my friend can obtain a set of finger prints so he can submit it.
I was told it had to be got from a CID office, but after a lot of queries we have drawn a blank.I would appreciate a response from those who have had to go through the same process in mumbai
there are agents working working outside consulates who can help you ,not sure. i have seen people are getting the documents translated in arabic and to get the attestment through the agents sitting on the road side. my friend is not from mumbai. yeah i agree the indians in the consulate are very rude but what else can you expect from them, they think themselves as our british Gora sahabs(masters). i never expect any good behaviour from indians in any govt dept either in india or on any foreign country let alone any help.
