"The Senate Judiciary Committe currently has a proposal to increase H1B visas in the highly skilled category from the present 65,000 to 115,000 with annual increase of 20 per cent. Senate is to take up the proposal, which forms part of a larger Immigraiton Reform Bill, when it meets after recess."

It is good in a way for people seeking opportunities. However, all these people (at least a lot of them) who apply for Green Cards might still get stuck in the impossible problem of retrogression.
Anyway, until the bill becomes a law and reality, it's hard to predict which politician would turn 180 on this and mess it all up.
