The complaint rising up in the Muslim world and its European echo chamber is that Israel is punishing an innocent third party, since Lebanon has no control over what Hezbollah does. That is nonsense. By the same logic, the United States had no right to invade Afghanistan after 9/11 because the Taliban had no direct control over al-Qaeda. In fact, the connection in Lebanon is stronger: Al-Qaeda was never a formal part of the Taliban apparatus. But Hezbollah has several Cabinet posts in Lebanon's government.

Not too sure what's holding them back right now (as in not sure about why they need to find the 'long range missiles as an excuse')! I would believe that there are Iranian fingerprints all over Hezbollah anyway; and I don't think there would be too many tears in the western world if the Israelis went after the Iranians for that.
