Are the rules going to be changed in maintaining Canadian citizenship?

PMSH has said the Lebanon experience has underscored the need to review dual citizenship, and I appreciate his support. I’d say the course of action now is to get this issue into a House of Commons committee which can hear from Canadians and change the rules before another Lebanon happens. And it will. We now have a mess of people out there with big expectations.

Very interesting article and interesting feedback from readers as well.

My wife's aunt who lives in Michigan as a US PR is applying for US citizenship. She, however, is dying to go back to India. She actually stated that her reason to get US citizenship is "what if something goes wrong in India?....."

How do you deal with "just in case" citizenship applicants?

Is the purpose of this thread to just inform or start a debate/discussion?

I agree with the author of the article. There has to be a good hard look at the policies in place because it is entirely possible that these so called "Canadians" will come to Canada when they require social service or health care benefits.


I wanted to edit my post to add something about the responses to the article. It is not possible in myunderstanding to become an instant citizen if you are a conventional refugee. One has to wait for their landed papers and then the three years just like everyone else.

I'd vote for asking canadians who want to keep their citizenship to continue paying taxes or forfiet some of the benefits of taxpaying citizens.

Jake, I agree.
Paying taxes should be made mandatory. Also, there needs to be a record of those who leave country (like some required years). Say 10 years and you lose the passport.

That won't be fair to expats who hold a Canadian passport only and choose to live in another country. Also, Canadian Citizens are required to report their income (and pay taxes) regardless of where they reside.

This is not true. A Canadian citizen living for an extended period outside Canada(without ties to Canada eg. bank account, rental property, job, etc) does not pay taxes. Only Canadians with ties to Canada have to declare their world income and pay taxes on it.

The basic issue is that Canadian citizens who clearly live abroad indefinitely, should not be offered services like health care etc. when they come back.

Where is the justice in offering thousands of Lebanese 'Canadian citizens' some who have been away from Canada for 10 years or more immediate health coverage from day 1 when they came back to Canada, but have a 3 month waiting period for people coming to Canada to live here permanently?
