I have no problem with the current rules as they are i.e. Canadian citizen with a choice to live anywhere. However, in case lebanese or any other expats who have no intention to live in Canada should pay their cost of rescuing i.e. airfare and other expenses like taking them from Lebanon to Cyprus on a ship.

That is true, but there still ought to be more parameters regarding what benefits a naturalized citizen who chooses to live outside of Canada can access. A citizenship of convenience ..? I have a problem with that.

A greatest benefit of Canadian or any western country citizenship is that you have freedom including freedom of free speech, right to live anywhere etc. However, it is unfair that we citizens pay thru our taxes to rescue Citizens of convenience who do not pay taxes.

Exactly! If you want to avail of those services you have to pay taxes. If not yes you can keep the citizenship but not avail of the services until you have been paying taxes for atleast one year prior to the rendering of services.
The easiest way to work around the problem is probably to aim where it hurts most...the wallets.
This would not help in the evacuation situation mentioned in the OP...the issue there is one of humanitarianism. None of them obviously planned for the war or any such. I'd rather a human being live and not die. There maybe genuine reasons for some(maybe a minority) of them to go back...e,g: jobs businesses etc..leaving behind ties in Canada.?
The problem with these reports is that theres not enough details about the people who did go back. Also if they did stay behind would they not cause more of a strain on the canadian economy which would have to take the burden of suddenly resetlling 7000 new people? Maybe its cheaper on tax payers this way.
So i'm ambivalent when it comes to the Lebanese origin citizens who went back.

Actually I just posted on Garths blog. I'm pretty glad they went back by paying for their own(hopefully) return tickets. Resettling 7000 of them would only come at the taxpayers expense.

You don't give them proper opportunities here and you don't let them live else where too?

I don't see any problems with dual citizenship. But I do feel that with somebody who has been living away from Canada for years, it is unfair to provide them with health care privileges etc. ahead of people who are actually here and this goes for goras, lebanese, chinese, indian whatever..
