Hi Folks,
I think every one is trying to justify, tax money should be spent to the tax payers only. I do agree.
But the people those who are living in other countries with Canadain passport(Citizenship) also paying tax to the Government of Canada, so they have every right and government has the responsibility to bring those citizens back to the country safely
May be tax consultant can give their views

Canada does not tax people who do not live in Canada. So, non-residents (defined in context of taxes) are not/need not file or pay taxes.
Again, finance gurus can correct me if I am wrong.
