The procedure for any dental surgeon from india or anywhere else in the world is that you have to take the ACFD Eligibility exam.
After which one has to get admission into any dental college that provides Advanced placement programmes,
(there are 7 colleges in Canada that do have this programme, which accounts for roughly 70 seats!!!!) here one basically repeats their 3rd and Final yr of dental college..After that you have to take a qualifying exam to get a licence to practise here.

Not to dishearten your friend,but there are around 300-400 students each yr who take the exam,and only 70 are selected each year for the programme...so the competition is pretty tough.All the best.
