I need your advice on this one. I applied for PR from New Delhi in Oct'05. I applied through one immigration agent for my PR. I realized my stupidity immediately after applying when I figured out that I was getting ripped off for something that I could do on my own. Anyways, I got my file # in Jan'06. And I was told that I had to pay 40,000/- Rs at that point of time. As I was between jobs and I had already shelled out 50,000 with them I could not pay up the remaining amount at that point of time. I managed to get a job in sometime and I was back on track. One thing led to another and I am currently in UK pursuing my MBA here. I have still not released my file # which they refuses to release without me paying up to an increased sum which also includes some penalty for nonpayment over this tenure.
I find them to be ripping me off simply. Apparently, they seem to have an office in Middlesex, London. I have written to them explaining my situation and willingness to pursue my immigration process requesting them to transfer my papers from the Bangalore office to the London office. But no replies from them. I have also written to the Bangalore office to discuss my case and have not heard back from anyone after repeated emails. I only get their letters with a new amount that I'm liable to pay as the penalty keeps increasing...This penalty amount seems to be worst than interest rates on loan.
Its such a pity that I paid up 50,000 rs and dont even have the file # to show. I need your advice on what action I should take at this point. Should I pay them and release my file #? Should I try to negotiate with them? Should I just forget them and file a new application from UK as I will be here for the next 3 years? I am not sure which path I need to take. I am not sure if there is any way I can get my file # from them and transfer my details and application from New Delhi to the London office. I really need your advice on this one as I am not sure whom to consult in this matter.
Your help will be much appreciated.

You can write a letter to Canadian Immigration and state that your application was filed through an agent,and have not received your file number (give your name , address and any other details identifying you). However, in the mean time you have decided to terminate the agent as your representative and they should send any correspondence related to your name directly to you.
This will work only if the agent has indeed submitted your application to CIC. If they are just hanging on to it then immigration has no information about you.
This happened to my niece. That agent being totally unprofessional, did not file her application and kept on telling us they did.
If they can tell you that they have truely filed your application, then the immigration will send you your file number directly to you. If not, apply again and forget about dealing with them.
