Is this something that has changed recently? From recent experience (in June), I was able to file an appeal by mail (and got a court date for October).

Hiring a Para legal remains only option with me then. The charges are 250-300 and no guarantee to reduce or nullify demerit points. What are the implications if fine is paid and demerits points are accepted?

Ben,
I donot think that there will be any effect on the insurance for one ticket. My ticket did not affect my insurance. This demerit point and the ticket will remain on record for 2 or 3 years. The only problem comes if your son gets another ticket within 2 or 3 years in which case his premium may shoot up above $500 a year. So it is a gamble on your part to either hire a paralegal or just pay the fine and accept the conviction.
If I were your son, I would do everything in my hands to throw out the ticket my self (or) hire a paralegal. They just ask you to fax the ticket / credit card details.
Hiren has given you excellent steps to be followed and since you son is a student (though exams are nearby) he should take a break and apply in court for a trial date disputing the charges against him.
The ball is now in your court.
