Yes it happened. The address used for billing is mine and billing is in the name of my friend who is living there and taking care of things back home, while I am in China. He (my friend) clarifies that he never called them and never got any call from them. The "Weed & Co." (Assumed name) insists that He called and asked for the services. Morally I feel responsible to contest this claim. My question also is, does something of same nature happened to any other fellow member?
When I called the company to clarify, they told, rather not politely, that this is the way they work. They get (phonic) orders, spray the stuff and send bills. If not paid they resort to collection agency. To me it all appears as a organized scam; Call 100 persons a day, hook 20; and some 10 or so will pay and company is running.
Well Canada is my home I love it, but for the scarcity of jobs and these money suckers (read insurance companies as well).

The caller told me what exactly I had written down and after I heard that I just cut the phone. When ever a telemarketer call comes, I first listen to see if it is an unsolicited call or a solicited call not useful to me and once I get the feeling that I might be cheated, I just hang up. Will serve the caller right.

Something does not gel too well with your posts.
In your initial post you say that "Weed and Co" called your friend and discusses stuff while in your last post you say that neither your friend nor the company ever called each other. "Weed and Co." says that your friend called and asked for their services.
Can you not ask your telephone provider to tell you as to who made the call to them (whether it was incoming or if it was an outgoing call). Also does your friend know good English. It might have even been a case of some English language misunderstanding where the either of the parties could not have properly understood the other.
Also if you are paying your friend to take care of your house while you are not there , then it is his responsibility to sort out this matter. I am not saying that these kind of cheating (by telemarketers) do not occur, but based on your postings, It seems to me that it could be either one's fault.
I am really sorry to know that even in China (where you went for your line job purposes and thereby peace of mind) you canot be at peace since you choose to have ties to Canada. I only can wish and pray that these matters get sorted out and one day you can return to Canada with peace of mind and a good job in your field.

The government wants people to use this tool to highlight the problems they faced while dealing with Government officials or departments like Passport Office, Electricity board, BSNL/MTNL, Railways etc etc.
I know many people will say that these things don't work in India , but this actually works as one of our colleague in CSC found. The guy I'm talking about lives in Faridabad . Couple of months back, the Faridabad Municipal Corporation laid new roads in his area and the residents were very happy about it. But 2 weeks later, BSNL dugged up the newly laid roads to install new cables which annoyed all the residents including this guy. But it was only this guy! Who used the above listed grievance forum to highlight his concern. And to his surprise, BSNL and Municipal Corporation of faridabad was served a show cause notice and the guy received a copy of the notice in one week. Government has asked the MC and BSNL about the goof up as it’s clear that both the government departments were not in sync at all.
So use this grievance forum and educate others who don't know about this facility.
This way we can at least raise our concerns instead of just talking about the ' System' in India . Invite your friends to contribute for many such happenings.

Some hydroelectric retail companies rep do some trick marketing too. I have seen this my neighborhood. They come to your home and say hydro prices are about to go up and they are going to give fixed rate so that your energy rates do not go up. All they need is your signature. They will not tell you what the "fixed rate" is unless you specifically ask but once you sign on the document it is a contract for 4 years for a fixed rate about twice the current rate (though you get 10 days to cancel from the date of signature).
I do get telemarketing calls from India for "free international long distance". All they need is a "yes" on the phone and they will switch your long distane provider who would give "free international long distance calls". No more details are given. Since it looks too good to be true, I never carry on any conversation with them.

when you hear this be careful of what you are saying to the caller.
All the main Telecom companies, Financial Co etc all use this as proof
for billing you.

Dear All,
I am posting latest as I also find others' views a good source of information for me. My friend called the 'Weed & Co.' and was told that as bill has to be cleared or else they will go for collection. However his name is on the bill but I morally feel to help him as house is mine.
Please advice how one deal with such situation when one gets bill for the services never provided and company threatens to go to 'Collection'.

YOu are entertaining them too much. Ask them to go to collection. This is the tactic all companies follow.
Sleep over it rather than worrying about these things. The bill does not bear you name. Explain to yourself how can you be obligatory for that bill?
