My friend, who came to canada in 2001 and filed an application as refugee, has recently been ordered to leave canada - as all his appeals have been denied.
He is well educated and has good work experience. Will CIC ever allow him to come back to canada ? ( no criminal record). Or will the status of failed refugee always stay in his file ?
can he come back as student to finish the studies he took up in 2003 ?
Any other suggestion will be most welcome.

In this case, I would recommend you to please have your friend contact any reputed immigration consultant/lawyer and they will suggest you accordingly. The reason being is, the refugee cases are a little complicated and comprise of lot more regulations/laws than the Permanent Residence, Student, Visitor etc. Hence, professional help is highly recommended.

Your friends refugee claim refusal will stay on file. You mention that he is well educated and experienced, then why didnt he apply under the skilled class.
If he go into canada as an illegal and applied for status to legalise and the immigration officer found out then forget it. Lawyers or anybody cannot change this unless the minister of immigration issues an order to stop deportation proceedings.
