I am in Canada on 3 years work permit. I am going to submit a file at Buffalo as people are saying that it make sense applying from here rather than New Delhi. I have every document other than Police clearance certificate.

1)
How long does it take to get a Police cl cert from Indian Embassy in Toronto? I can get it from local police station of my home city in India with in a day or do and can get it within a week. But i heard it doesn't work. Is it fine if i apply without this and later i submit police cl certificate. Or they will return my file without this certificate?

Also in two questions at step:9 in form Schedule1 should i tick YES?
- previously sought refuge status in Canada or applied for visitor or temp resident visa? [YES: because i applied for work permit & got it]

- Been refused refugee status in or temp resident visa to Canada or any other country?[YES: Once in 2003 i got rejected for US Student Visa]

Which all documents need to be notarized?

I have my MCA marksheet in hand but University Degree is not yet received from University. it takes almost 1 & half year to get after completion of course. Should i go ahead and submit marklist alone and later i will submit degree or canadian embassy may return my file?

You can apply for both, send whichever you receive first. If you receive the Embassy one first, that is enough. If you receive local police verification first, send it in and you can send embassy one after you get file number.

Tick Yes, and give details of work permit in appropriate place.

Yes, it is better to mention it, no harm.

Everything which you write in form should be ideally supported by a document. All the documents which you file have to be notarized. You can get a lump-sum deal with a notary/lawyer for a low price. Do not photocopy yourself, they like to do it themselves.

You can submit notarized copy of mark-sheet, along-with a provisional certificate if you have it. You can submit degree later.
