I do not agree with Ben. I travel all over the world. Tip system is everywhere. In India, atleast things moove, but if you go to Africa, Latin America- U will feel the difference.
However, I fully agree with cleanliness ( or lack of that ) in Indian Hotel . Untill & unless U stay in 5 star Deluxe hotel, all other hotel are crap. Owner are intrested in minting money from U.

Some of the new smaller hotels are better in service and also because they are relatively new have furnishings in a better condition.
The ones to aviod are the government run hotels like Centaur.
Infact there are some very good service apartments available in Gurgaon.
Although budget is a subjective thing , I feel in Delhi 5 stars are priced to fleece - a good 3 star may provide you clean basic necesseties all the same .
Though I have never tried but Marina Arcade hotel in CP is quite centrally placed and being such an old hotel and still in business should be checked out . I think Nirula s also has a hotel in CP .

Never Ever Go to Marina in CP. It is too dirty. It is very old hotel but over the years it has detoriated a lot. Prices are also very high because of location. Try Vasant Continental etc., Hotel Rajdoot near Nizamuddian is also OK. All good 5 star will charge u more then 300 CAD per day.
