So finally, I understand that she'll be requalifying at a score of 70 under new point system.
She has to wait for an answer from New Delhi. Hopefully Can.HI. will be responding after march, right.
Does she have to write the English skill exam now or wait for the response?
I've also heard that if you tell Can Hi. that you will be settling in a city other than Toronto(GTA), some priority will be given to that file, is it correct??

She should just wait. No need to take any test now.
It is NOT true that priority is given to applicants who express an interest in settling in 'a city other than Toronto'.
Be careful about rumours ... there are just too many so called consultants around who do or say anything to sign up clients ... They only care about the $
