I have a friend who wants to clarify certain things from the immigration expert. I am posting his queries here also to see if people can help him with suggestions:
He did his Undergraduate here in Canada and got his graduate work permit. He has previous paid experience for 4 months in a co-op position. Currently he has been working in a software company since august. Now he plans to leave to in February to where his parents live as he has a better paying job there. His question was, can he apply for Immigration here in Canada and the leave to continue his job elsewhere.
I know previously this was allowed. But he says he read somewhere in cic that now CIC does not take guarantee for the completion of application if the applicant leaves canada. If this is so , what options does he have. He wants to leave as its a better job too. Suggestions please.
Can change of address be done without any delays in his PR process.

Going through your friends dilemma, which ever way I slice, dice or mince it, it seems to me that he is leaving Canada for GOOD. That well paying job is in another place and another country. All I can read is that he is not coming back.
If he applies from within and then leaves, his application is abandoned as he is not longer here and he is not coming back.
If perchance it gets approved, which is unlikely, he cannot return and STAY, because his well paying job is in another place and another country.
He surely can apply from where he is taking the job. But then, he is not coming back to Canada because his mind is set to be with the New job he is accepting.
They might permit a change of address within (ONE) the same country. Which they do. But not to another country.
If you try and apply to Buffalo or Seattle, it might take two years or so.
If you apply from India then, it might take six years. May be four or five with the speedy 'simplified application process'. Check the reports provided by the applicants and the movement of their files here on the CD web site.
You last five lines needs more input and expansion. After which it might make some sense to all of us. I could not make any head or tail out of it.
