The compensation is based on number of passengers, not number of pieces missing (in the event no baggage has been received). And the compensation you received was because of European Union' "Air Passenger Rights" established in 2004. However, you will probably not receive the same compensation if you travel solely on US or Canadian carriers unless you are travelling to/from Europe on them.
Also, there is reduced compensation in the event of partial delivery of luggage upon arrival.

While travelling recently to US on business purpose, Air Canada lost my baggage and was delivered to my hotel after about 30 hours. Air Canada pays $50 per 24 hours of delayed baggage. So they compensated me by sending a cheque for $100. However it took them 2 months to do so. In the meantime, I had to spent $500 USD buying new clothes, shoes etc. Forrtunately, I had booked my ticket on Diners card and Diners cover upto $500 for delayed baggage less any compensation received from the Airlines. This is only payable if you are away from your home city.

In my case, one baggage (out of 2) was delayed for 48 hours. I had used my CIBC gold visa card to buy the air ticket (Air China) from Beijing to Vancouver, where the delay occurred. CIBC has all that policy of compensation for delayed baggage. Then from Vancouver to Toronto (Air Canada) it was by another credit card. Air Canada delivered the delayed baggage at home in Toronto, after little over two days.
Any use trying for some compensation in my case…Are my SUR going in TAAL?
