Baggage Policy Update for Travel to India
Effective for travel beginning November 15, 2010, Economy Class passengers purchasing tickets with Air Canada, United, Continental or Lufthansa, with connecting flights to India, will be able to check one bag for free to final destination, in addition to permitted carry-on baggage.
Economy class passengers may check a second piece of baggage for $50 CAD, consistent with the carriers’ existing checked baggage policies between North America and Europe.

Almost all airline from India and lots of European Airline still following 2 checked bag rule. Check the airline website before you book your ticket.

Someone I know just traveled to India from Toronto with Air France earlier this week & they were allowed 2 check-in bags (23 Kg each) + 1 cabin baggage per adult ticket. The tickets were booked in December 2010.
When they enquired with Lufthansa while ticketing, Lufthansa allowed only 1 bag per ticket. Hence they did not buy the Lufthansa tickets though the price was the same as Air France tickets.
So looks like different airlines have different baggage restrictions. Make sure you ask about the luggage allowance BEFORE you pay for your ticket.

My family flew Air France in Dec and they had a 2 bag allowance. I flew Jet in Decas well and had a 2 bag allowance. I know Air canada allows only 1 bag checkin and second bag to India is $50. Three bags and over are $250 each.
Something really strange happened to me when I travelled to India in Dec last. I had packed one bag as per the ticket and travel agent's instructions, but when I was checking in, they asked in normal course as to how many bags I would like to check in. I replied "one, since I am allowed only one bag". At that moment the check in lady told me I am allowed two.
At that very moment I decided to rush back home (since my flight was delayed and I still had 2.5hrs in hand), packed a new bag and checked in again - with the already issued two baggage tickets.
While returning from Delhi, I was a bit skeptical as to whether they will allow me two bags or not. I was ready to pay $50 for the second bag. However, they took both the bags and no questions asked.
Later I inquired from the check in guy and he confirmed what my niece who works for BA in India had told me - "officially it is one bag, but for Canada, the internal instructions are to accept two bags". I was travelling AA and they had the same rule too - even though the ticket said one bag only.
The check in guy also told me that if I was going up to US only, the rule of one bag applies, but for Canada, it is two bags.
Funny, but good for us!
